I agree. The problem with eBay/Craiglist etc is that they are so terrified of:
1) Getting and having to deal with the enormous number of complaints they would receive if they had a simple system for reporting scammers. 2) Potentially frightening away people by showing how easy it is to use these services for immoral gain. 3) Terror of not getting so many clicks/listings/bidders/views if they put any form of validation or sensible signup precautions in place prior to listing/bidding.
At the end of the day, it's all about money - these services are there primarily to make money out of whoever has some left and they leave the cleanups to local efforts (like Scamdex).
