Dears,

Please widely spread the word regarding fraud non existent company in Cotonou, Benin called OECHTECH GMBH ENGINEERING. This company attracts seller, exporter from foreign company with the promise of 60% advance payment via wire transfer and afterwards requests the seller to travel to Cotonou on his own expense and then all the trouble is to come. The office in their contact address doesn't exist. They prearrange the scene for the seller to feel he is inside a real office with corrupt board members requesting bribes, dinners, lawyer fees etc..If seller didn't respond, I suggest he / she would be kidnapped

Attached my conversation below with the fraudster

Thank you for your time and consideration

Please note confidentiality of my details

Mr Habiba,

We have noted that your representative is "Mr. Mohamed Ali",who happens to be your personal relative authorized by your company to act as your negotiation partner and contract consultant.

The question now is,how much does Mr. Mohamed know about Cotonou?,taking into consideration the fact that Cotonou is not Cairo which is a big city and where you can easily locate areas.

But here in Cotonou, the areas are not the same, even if we give Mr Mohamed directions to our company,we still need to have his contact phone number to contact him ,since he is in Cotonou,so that we can speak with him on phone and at the same time give him direction to our company or better still ask him where we can come and pick him up?.

Once we are in contact with Mr Mohamed Ali on phone call,we can brief him on the detailed ceremony scheduled for his and your stay.

The meeting location for the ceremony is our office, where we are glad to bring Mr Mohamed to see us on Monday, after which he will communicate with you right there in our office.

The detailed ceremony scheduled for Mr Mohamed and your stay, including meeting locations and timing should then be provided for his when he comes to our office or discussed on phone with him prior to coming to our office.

Therefore,it is necessary you provide us with Mr Mohamed Ali,phone number in Benin to contact him and give him direction and location to our office, ahead of meeting with him on Monday.

Regards,
Abraham Eli

Mr Habiba,

First of all, I do apologize for the language I used about the way the arabs do business.Accept my apology.

Ofcourse, you have the right to send a representative, but a representative from your company with full identity of such representative, because, looking at trends of events these days, nobody receives a stranger that has no identity. Therefore,we still insist we must have the identity of your representative, whether he/she is from your company or not.

We have noted you will be coming to Benin.Once again, your representative may have the full rights to act on the behalf of your company if such representative is officially introduced by your company to us.You know what I am talking about.

We do not work on Saturday, besides,we can only hold meeting with such representative as I said before,if the representative is a staff of your company and with full introduction by you/company to us.

We shall funish you with the details of contract ceremony schedule, once we are done with every thing.

Once again, accept my apology for condemning how arab do business, which I made as a statement in my previous mail.

Regards,
Abraham Eli

For your note, I didn't mention that I will not be coming, however, my representative has the full rights to act on the behalf of our company regarding any preliminary bid / contract commitments, and I would be responsible for bank / contract commitments.

N.B. He would be ready for your meeting today or next Monday at your office upon my confirmation and upon receival of detailed contract ceremony schedule.

Finally, we consider your political gesture condemning how arab do business as an insult that would hold us from cooperating further unless apologized for and unless stay schedule plan explained in detail.

Mr Habiba,

If you would not mind,I will advise you to go back and read the paragraphy 19 of draft contract below ,which says categorically that any staff of seller's company is qualified enough to sign contract with us.

19DECLARATIONS:

The undersigned declare that the foregoing instrument fully sets forth the entire agreement (other than the Memorandum of Understanding as stated in the above paragraph 01)between the parties and the signatories below have fully and duly authorised to enter into and bind each representative company to the contract. In witness whereof the parties have executed this agreement under thehand of their duly authorised officers as witness below, any staff of the company can be a signatory to this agreement.

Secondly,I don,t understand what you meant by your notarized / authorized representative is now in Cotonou on your behalf, ready with all your documents, and eligible to sign on by your behalf.

For your information, any representative you send to us that is not a staff of your company we are remitting money into their account,we will not be accepted by our CEO and board period.

I made our company policy very clear to you in the very beginning that you should come with the physical sample of your Siwa Salt etc and not by post.
The address on the draft contract is the correct addfress, unless you thought otherwise.

We don,t realy understand what you meant by notify exactly of accurate time schedule / plan for your representative stay, without fiormal information,no identification etc. If I may ask you,we don,t do things like the arabs,we must have full identification of whom you are sending to us for approval by our management.

Finally, how can you start notarization and legalization, when contract has not beign signed officially. That is unbelieveable.

If you are not willing to do things the right way,be kind enough to tell us now.

Abraham Eli

Of course,we have noted that kosher specification for you resembles grain size in addition to your agreed specs in brochures and SGS report.

Your consideration of Grain Sizes of 0.6 mm - 1.22 mm is acceptable to us

Yes,we have noted that our representative will take inspection place and recognises that 99.0% NaCl Siwa salt (EXW) inspection will be in Siwa oasis and Refined salt (EXW) inspection would be in Damietta governorate.

We have also noted that the inspection company would inspect whole batch in Damietta port in one location one time before your FOB basis.
Looking forward to hearing from you.

2- Please confirm quantity needed as it was decreased to half in draft contract

3- Please confirm that Cotonou delivery for first dispatch would be 50 - 55 days after receival of wire transfer to seller's bank account, and the remaining seven dispatches will be separated by 40 - 45 days intervals.

Mr Habiba,

Yes,I did mention in my previous mail that supplier or contractor that has been awarded contract by our company must be financially capable to finance his/her trip to Benin Republic and other financial commitment as always do by our other suppliers/contractor.

In response to your question,it is generally acknowledged that when the awardee awards contract of any sort to a contractor, for a better understanding, the awadree usually invites the contractor to discuss the projects indetails inform of interview and to assess the contractor and to know whom payment are made into the bank account.

As I'm writing to you now,our administrative department has prepared the official "End User Notification Letter",in the name of your company, which will be sent to you, once you've received draft contract from us for your perusal.Besides,I recommended your company and products to the joint projects committee.

We have noted that you are completely capable and ready for funding your trip to Benin, in addition to funding the whole operations.Well,if you need 100% of payment via confirmed irrevocable L/C payable at sight ,that could be done, only when contract is officially signed between us and your company in Benin.

As a matter of fact,it seems you are giving us conditions to work with you?.The point which I would like to you to take note is that we do not sign contract via email with any foreign or indigenous contractor,in sofar as we are awardee and we are putting our money at risk, therefore, our board insist on seeing the contract one on one, with physical product samples displayed before the board by the supplier.

As I said before, you will receive confirmed L/C for 40%,prior to shipment of initial goods to Cotonou Seaport. It is a necessity for the seller to witness wire transfer for 60% and finalize legal formalities in Benin period.

If you need 100% of payment via confirmed irrevocable L/C payable at sight, with no need for advance payment,we can only do that once we have officially signed contract etc, because to open L/C also involves alot of money.

Finally,we had a very bad experience two years ago,in the hands of Italian supplier, after we had opened L/C in the name of the supplier,he disappeared till today.

I hope this mail is self explanatory?.

Regards,
Abraham Eli

You have mentioned in your mail that any supplier or contractor that has been awarded contract by your company must be financially capable to finance his/her trip to Benin Republic and other financial commitment as always do by our other suppliers/contractor.

My question is how are we awarded the contract if we still need to come for interview?! and what if our company is not awarded the contract?!

I would like to gladly assure you that we are completely capable of and ready for funding our / my trip, in addition to funding the whole operation and that we do not mind receiving 100% of payment via confirmed irrevocable L/C payable at sight with no need for advance payment via T/T.

However, I kindly need you to choose any of the below scenarios so I can reply with final sealed, signed and revised proforma invoice / FCA:

Scenario 1: We are awarded with the contract

We will sign contract via email based on agreed specs / quality in seller's brochures, then we can send free samples, then receive your feedback, then receive confirmed L/C for 40%, then travel to Cotonou at our expenses to meet buyer and witness wire transfer for 60% and finalize legal formalities

N.B. We don't mind receiving 100% of payment via confirmed irrevocable L/C payable at sight with no need for advance payment.

Scenario 2: We still need interview

To effectively skip this step, buyer can request sample, seller's legal documents / commercial registry / Export Licence, company profile, and then enquire via Egyptian embassy near Oektech office and then the same steps as scenario one (with the inclusion of inspection documents in L/C docs (POP))

Scenario 3:

Mentioned in Proforma / FCO baring in mind that we can pay buyer back the full travel expenses via any method upon receival of L/C confirmation

Kindly note that inspection would be invoiced separately in all of the above cases and we look forward for your advise regarding your favored third party inspection

I look forward for your prompt feedback with your scenario of choice and with inspection requirements (if needed) to reply with final sealed, signed and revised proforma invoice / FCA

Mr Habiba,

The contents of your mail are well noted.

However, the physical sample of salt which you mentioned should be brought by you or the representative whom you are sending to our office in Benin to sign the contract.

Please take note that the physical samples of the salt will be presented to the health ministry (FDA) for inspection by who ever comes with in in Benin to sign the contract.

I shall send the LOI once it is signed by our financial controller.

Regards,
Abraham Eli

Thank you for your mail and invitation.

As your potential supplier, I would gladly arrange a meeting with your CEO to finalize paperwork upon confirmation of our revised proforma invoice / Full corporate offer.

Kindly note that half kilogram sample (which could be a mix of two or more products) would cost your side approximately 70 dollars T/T for door to door delivery to your company.

I shall look forward for the LOI having your exact requirements, suggestions and payement scheme, upon confirmation from Finance department

Mr Habiba,

Thank you for your reply.

Definitely,we will send representative to your office as I said in my previous email during loading and shipment only.

However,we do not send representative twice to visit any supplier/seller,we only send representative to the seller once ,for the purpose of loading and shipment of goods.

Further more, take note that our CEO and the board would like to have the supplier in person in Benin for interview,to sign contract and payment voucher in our finance department and to go to the bank to witness wire transfer of initial deposite of 60%.

We also need to see the seller in person inorder to know whom we are remitting our money into his/her bank account for supply of products.

The LOI will be sent to you once the director finance signs it.

Regards,
Abraham Eli
