I used PayPal to make a payment to a private organization on 30 October and received an email the next day requesting I log on to my account "Due to your recent activity our security team needs to verify your payment
and billing information to avoid any security restriction." I opened my account on a separate link and found no issues. Further to this issue, the email was sent to me at my Outlook account and not to the account I use with PayPal, suggesting that Outlook is compromised or that the receiving organization has been hacked---at least that's my uneducated guess. I any case, I hope inclusion of this address may be of use. It also contained a long list of other respondents all with MSN or Hotmail accounts. Hope this is helpul
